Unable to get Apple Mail on an Apple Ipad pro to download older messages

Keep getting message saying ipad locked charging or connected to wi-fi that prevents it from downloading messages particularly older messages from my Apple mail to my Ipad pro.

I have loads of storage available and I don’t delete automatically.

Can someone tell me how to stop this happening please.
