Why can't I recover photos from iCloud?

i wanted to recover some photos from recently deleted in icloud, but it genuinely just wont work and literally made me cry because im about to lose best years of my life captured

every time i try to recover ONE SINGULAR PHOTO, because it wont work with more than one either, it just gives me the ‘unable to recover items due to server error’ and its a game of luck if it’ll recover it because 99% of the time it does NOT and just gives me the error
