I am having some work done on my iPad. The repair technician said they will need to “check out” the iPad after doing the work. I am not comfortable with giving access to my fully loaded device. So I plan to backup to iCloud then rest the iPad. My question is how to I restore from the iCloud backup after my iPad has gone through the initial startup?

Simply complete setup from the initial "hello" screen. If you have backed-up to iCloud, you will be prompted to restore from this backup.

If it was set up by the repair shop, then you don't.
You'll need to reset the iPad to factory settings again and go through the setup process to restore a backup onto it.
