How do I fix 'NSSQLiteErrorDomain error 11' when opening iCloud Notes on macOS 15.4?

I am running MacOS 15.4 and recently my notes app has been giving me the error message of: The operation couldn’t be completed. (NSSQLiteErrorDomain error 11.)

This error only appears when I try to open the icloud syncronized area. "On this Mac" notes seem to operate fine. I have attempted to restart in safe mode and receive the same error. I have attempted to remove all files in the ~/Libraries/Containers area with the word NOTES in them. I have attempted to disable notes in my icloud sync settings (but they never seem to be removed even after a reboot).

Any suggestions would be appreciated.

To sort out sync issue the go to way is sign out of your AppleID/Account and back in again

I have completely signed out of my iCloud account. However, the Notes app still shows "iCloud" and "Shared" notes categories in the sidebar. I also attempted to uncheck Notes from the items synchronized with iCloud in the settings. Still, the app continues to behave as if it's signed in and connected to iCloud and displays the error message whenever Shared or iCloud from the left sidebar are clicked.
