Apple TV 4K apps change positions, loose their settings and data

Now and then - but guaranteed - this frustrating issue reoccurs for the 3 years that I use Apple TV 4K.

After moving an app on the home screen it can jump back occasionally. I wake Apple TV and see the app has jumped into another place on the home screen.

Some apps loose their settings. E.g. Flex IPTV looses favourites. Radio FM too. Shadowrocket looses saved servers. Might be others too, these affect me the worst.

This is EXTREMELY FRUSTRATING since these settings are quite labour-intensive to restore.

The User accounts - User - One Home Screen setting was on, then off, the problem stays.

Is this a hardware issue? I can see apps jump for other users too and nobody ever came up with a proper solution. Starting to think to switch to an Android device to avoid this particular frustration.
