iPhone 13 Pro Max - Where is "Keep Originals" in the photo app?

I would like to know where I can turn on Keep Originals on my iPhone 13 Pro Max. I heard that this option is somehow tied into iCloud. I don't use iCloud for anything therefore, I need to know how I can keep all my original videos and photos "intact" for editing in FCPX. Yes, my iCloud Photo settings is turned off under iCloud. I normally use Image Capture to download. Your help would be most appreciated. Thank you. Ray
