Unable to save 'Favorites/Bookmarks' in Safari on new MacBook Air

I recently purchased a new MacBook Air and transferred all my data from a Windows laptop. Since that time my favorites/bookmarks will not save in Safari. If I delete one, it comes back after I shut down Safari and if I add one it does not save when I close Safari. I spent about an hour or so on the phone with Apple Support and they could not find the issue. I even spoke with a level 2 person. Everything you find on the internet has been tried and the OS was deleted and reinstalled. Nothing has worked. I'm hoping someone in this group has had the same the issue and got it fixed. It's very frustrating. Thank you.

At any point did Apple suggest erasing that Mac and starting over? That's what I'd do given such circumstances. The Mac is new so it's not as though you'd be losing anything.

If you are not willing to do that yet, consider running EtreCheck and posting its report in a reply. Instructions: How to use the Add Text Feature When Posting Large Amounts of Text, i.e. an Etrecheck Report - Apple Community

Is there a reason you bought a minimally configured Mac only to burden it with bloatware from Google, Microsoft, and utterly worthless "anti-virus" garbage?

Can you return it for a full cash refund? You have 14 days from its purchase price. If you are required to use Google products I recommend that you purchase a Chromebook. You're wasting money on a Mac.
