Cannot "Continue" with New iCloud Terms & Conditions

In my iPhone SE (2nd gen), when I click on “Continue” under Settings > Apple ID suggestions > New iCloud Terms & Conditions, I get the error titled “Cannot Complete Action” and it says “This action cannot be completed at this time”
