Why is recovery of trash’ed emails hit or miss?

With one of the later releases I can no longer see the content of trash’ed emails. One is supposed to be able to recover them by moving them to another email folder. That has been hit or miss with more misses than not. I can no longer even find the emails to try again. Not happy!
