iphone 14 not receiving text notifications

I have not been able to receive text notifications for at least a week now. when I tap on a text icon and uncheck "hide alerts" and go back to the main message page and slide the same contact left I see that the bell now has a slash through it. when I tap the bell and remove the slash, hide alerts is toggled on when I go back in and tap the icon.
