How do I fix error “Unable to complete Home update"?

I get the error “unable to complete home update an error occurred and the home update could not be completed”. I’ve deleted everyone and rebooted my devices. No luck, I get this every time. iPad or iPhone.

How frustrating. At this point perhaps the solution is to delete the home and start from scratch. A new Home should be built using the new architecture. I assume both iPad and iPhone are running iOS 16.2 or above. See Update Apple Home - Apple Support for some background. In particular note:

Any device that is connected to an updated home and not running iOS 16.2, iPadOS 16.2, macOS 13.1, tvOS 16.2 or watchOS 9.2 or later will lose access to an updated home until the device is updated.

Is the Apple TV running the latest OS?

Try changing the Home Hub from the Apple TV to a Homepod. Also try disconnecting (powering off), one at a time, any iPads, Homepods or Apple TVs that might be part of the Homekit system as they might be causing corrupted settings.
