iPad-8 won't backup to iCloud only to Windows 11 local backup, what to do?

iPad-8 won't backup to iCloud, only to Windows 11 local backup, what to do?

I just backed up to PC

But, iCloud cannot --- date iCloud backup is always previous date

Login & Logout -> Login + retired but the same

well?

iPad, iPadOS 18

we only get 5gb free icloud storage, so unless you rent more then it's unlikely to be able to fit a backup
