Cannot view purchased apps on App Store for macOS 10.13.6 High Sierra

When I try to use the Mac App Store with my iMac, the app does load the home page, but will not show the top bar that shows the trending, updates, purchased, you know all that. I'm trying to get to my previously purchased apps so that I can download apps through older versions (which isn't easy to do, you can't just search for the app and click "get", it will show an error).

Here is what I see on my end. Hope someone can find a fix.
