Apple watch apps not installing

I have the apple watch ultra 2 watchOS version 11.4 (22T251). I have apps on the watch app that show that they are not installed on watch and when I select to install them on the phone app it attempts to install but never actually does. This is causing an issue with me trying to change my watch faces with Facer where Facer won't install new watch faces on my watch
