Fraud from Apple ID & email

My friend received email to non-Apple email mailbox, this is not just spam because someone have driver-license copy with personal information and threatens to post document in the public internet or take out a loan using it. They ask for money to not do this.

As I checked mail headers, email was sent from official email associated with Apple ID and @me.com server. How I can send report to Apple regarding this?

You can use the information provided here to report phishing attempts:

Recognize and avoid social engineering schemes including phishing messages, phony support calls, and other scams - Apple Support

I seriously doubt they have any information other than what is publicly available. Feel free to post a copy of the email while redacting personal information. It is likely that exact same email/message has been seen many times.
