Error: Can't add California mDL Pilot to Apple Wallet

I want to add my CA driver's license to my Apple Wallet on my iPhone 16 Pro iOS 18.3.2. After I click + (Add to Wallet)> Driver's License or State ID> California mDL Pilot, I get an error message "Could not Connect to Apple Pay. Make sure you are connected to the Internet."

I am definitely connected to the Internet. I do not use a VPN.

Has anyone else fixed this problem?
