Apple Pencil v2 is always dead when I'm ready to use it

I have a 12.9-inch iPad Pro 3rd generation, with an Apple Pencil v2 (A2051). The pencil stays magnetically attached to the iPad. Everything works perfectly, it's paired, all the features work properly, etc. However, the pencil always loses its charge when it's been stuck to the iPad for awhile and not being used -- typically several hours. And not just losing some charge; it goes to zero percent. So after a time of non-use, I pull the pencil off the iPad to use it, and it's totally dead. Stick it right back on the iPad, and it starts charging as if nothing is wrong at all. Once I let it charge, it works perfectly...until I let it sit for awhile, and the process begins again.

Any ideas why this is happening? Is it a "feature" of the pencil staying magnetically attached to the iPad, maybe to keep the pencil from suffering battery-charge-memory issues? It's super frustrating, and makes it well nigh impossible to do anything spontaneous with the pencil.

It is generally recommended that a second generation Apple Pencil should be kept docked with the iPad when not in use - as this should ensure that the tiny internal battery is kept optimally charged when not in use. Charging only occurs when the battery requires charge from the iPad, optimal charge being entirely automatic.

Keeping the Pencil separated from the iPad when unused risks allowing its battery to discharge; if allowed to remain in this state, the battery will suffer irreparable damage. When the battery fails, the only remedy is to replace the entire Pencil; the battery is not a serviceable item.

Charge your Apple Pencil and check the battery - Apple Support

As described, you appear to have a problem with either the iPad, or the Pencil. Both are potentially implicated by the charging behaviour that you describe.

Try a forced-restart of the iPad may result- as this will often resolve an isolated software issue:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

I tried the forced restart as suggested, but the behavior stays the same -- the iPad does not keep the Pencil charged, even though the Pencil is docked all the time. The iPad will allow the Pencil to discharge to 0% if it remains docked, but if I remove and re-dock the Pencil, it will charge to 100% as it should.
