Why does Apple Watch app require manual Bluetooth and Wi-Fi connection after updating to iOS 18.4 on iPhone 16 Plus?

I have iPhone 16 Plus & Apple Watch Series 10

I updated 18.4 on 1.4.2025

If I click Apple Watch app in iPhone it will ask to connect Bluetooth & WiFi manually after above update

If I press Turn On it automatically connects Bluetooth & WiFi before update of 18.4

But if I press Turn on after update of 18.4 it is going to Bluetooth settings

why this change ❓
