Can’t register by phone number in iMessage and FaceTime

Hello. I just bought iPhone 16 Pro Max and after completion of setup I realized that I can’t use FaceTime and iMessage with my phone number, so I can use it only with my email. iPhone is made for Japan, I live in Russia and I can’t get the support. The official guide about this problem doesn’t work. Moreover, my wife has the same iPhone and everything is fine. My mobile operator says that I can send and get messages from abroad. Help me to solve this problem please
