After I have deleted the photos from my IPhone while syncing to ICloud is turned off, can I turn the syncing back on and not affect photos already saved in my ICloud?

Yes, when you turn on iCloud again on the iPhone, the photos you are now having on your iPhone will be merged into the library in iCloud. The photos in iCloud will not be deleted. The merged library will sync back to your iPhone.
If you deleted the photos from the iPhone to save storage, you may want to turn on Optimize Storage, to avoid that all originals will be downloaded from iCloud.
