How can I manage multiple users on one Apple Account?

One of the scenarios is user one on the account is playing music using their AirPods then a the second user connects their AirPods to a YouTube. The result is that user one now get to listen to the youtube. The question is there something that we can configure to block this from happening? Do we have to have separate accounts or is there some other solution?
