Unable to change region due to persistent 'Exit Photo Library' prompt

Everytime l try to change my region lt tells me to exit the photo library even though l have exited it and l am not in any iCloud shared photo library . When l actually go to my settings there is a option for me to join a photo library not exit which shows I’m in no photo library..How do I go about this
