10 year old iPhotos missing from iCloud

I store my photos on iCloud. I've had an iPhone since 2013. All my photos older than 10 years old are missing (anything from 2015 and prior). How can I get them back? Or are they gone forever? I pay for the 2TB of data, and am only using 800K.
