Parent controls are disabled by Facetime

I have been battling my child over going to sleep at night. I have worked hard to ensure that the parent controls were properly installed and active however he was able to keep using his phone. On inquiry I learned that if you FaceTime someone the parent controls are disabled for about 30 min. Please fix this glitch!! I am having to confiscate his phone every night and it is getting tiring.
