Can share an app with one family member but not another

I enabled family sharing and was able to share a purchased app with one of my family members, however, when I went to download the app on my other family members phone, an error message came up, saying unable to share because we don’t have a valid payment method on the family. I double checked the payment method and it’s there. It’s selected. I’m not sure why this error message keeps coming up. Has anyone run into this problem before?
