Why can't I log in to iTunes using my Apple Account?

when opening the app store i am able to view the apps and press install but when it is done signing it it states that the apple account has not yet been used in the itunes store and tells me to review the account, when i do press review it states loading but it just keeps loading, how do i solve this?

Seems Apple requires us to have a payment method listed in an Apple Account for the first time we use the App Store or iTunes,. even if we only download free apps etc., so adding one may solve the issue you face
