What to do if your iPhone and Apple Watch is stolen and you can’t access iCloud?

My iPhone 13 & iwatch 3 was stolen i have both devices on lost mode. I know my Apple ID & P.W. The problem I’m having is getting into account to retrieve my files notes and pictures because of my 2 step authentication method google Voice number i had as 2nd line on my stolen iPhone 13 and can’t get the verification code. To make it worse the recovery email I can’t remember the password to even get into my google account my dad recently passed away all memories and most importantly is the only copy of his Will he left is on my cloud along with other evidence I need and and have to win my housing court case my elderly mom and me are facing eviction and dead line is May 16, 2025 if not she will lose 55+ years of hard work blood sweat and tears to have the only place they known to call home. And I feel terrible that I told my family that important documents will be safe on my iCloud and it’s been months and still I can’t seem to get the right help or answers but I feel there has to be a way please I’m desperate at this point. HELP ME PLEASE.
