I have signed into Apple .But there is nowhere to enter my Ipod Nano 4th generation. Therefore I have no Divices showing . How can I enter my iPod serial Number

You do not need to open an iTunes account.
Instead, if the iPod icon is not shown on the top bar menu, as indicated in my screenshot, read this Apple article to see if that solves the issue: If your computer doesn’t recognise your iPhone or iPad – Apple Support (UK).
At the same time, make sure that the cable that you are using to connect the iPod to your computer is in good condition and that there is some charge in the iPod's battery. Try another cable if possible.

Your account is with the iTunes Store, rather than in iTunes (the programme). As such, there is no need to enter your information about your iPod nano within your account.
The more important question is does the iPod show up in iTunes, as a device? Look for an iPod icon on iTunes' top bar:
I have no idea what I'm looking at or where to go on this page. I understand I need to be on another page but I don't know how or where to get to it.Its my age to be honest I'm not up on pc 's I tend to use my phone for most things .But I have all CDs loaded on a laptop. I don't stream or use Spotify. I listen to lps and CDs
Thank you for trying to help .But I don't know how to find that screen on my computer. I sign in and just get the screen that's in my attachment. There must be somewhere on that page where I can click to take me to the page you showed me in your attachment
Thank you ,i thought something wasn't right as iv not even got the ipod showing in the left bar .I'm not sure if perhaps I should open a iTunes account. What do you think 🤔
