Why is Apple invites asking guests to sign in to iCloud?

I am trying to use Apple invites, when I did a test invite and sent an invite to my wife, she could respond from her iphone with no problem. Then I sent another test invite, and it is asking her to sign in to her icloud account to respond........this isn't what i want my guests to go thru, what did I do wrong between the first test and the second test ?

If the event requires invited guests to respond, or if the invitation is not public, then users need to sign in to validate they're actually invited.

If the event is open, without a specific guest list, with a generic invitation URL, then they shouldn't need to do anything.

I am using the option to send everyone a link that is public, so if we don't have Apple users on our guest list, they can respond by opening the link. First time it worked terrific, 2nd and 3rd tests, she had to sign in to her iCloud account. I have been trying all the options it has, so I will scrap using Apple invites and go back to using Evites. Thanks for your follow up.
