The bank of the issuing card is who approves/denies the card being added to your Wallet. If it no longer works, then contact them. Apple has no information about the account holder of the card, which is why the bank makes that determination after Apple sends them the details about the device and user that is attempting to add it. If the bank approves the use of the card in the Wallet, then they will send a unique token to your device to allow it to be added and the token that the bank provided you is sent to merchants for purchases so none of your actual account details are exposed.
It is Apple Wallet and not Apple Pay
Please call Barklay. Not all cards work with Apple Pay. And they need to know if there is fraud activity.
