Hy somebody used my credit card for apple bill payments. The payment amount is more then 1100$/- how i can make a complaint to apple for this payment refund .

Apple is not a bank and cannot approve or decline transactions. The issuing bank approved the transaction. Any refund will come from the issuing bank or the payment network (Visa, MasterCard etc.).
Apple does not disclose any users personal or financial information. Apple will cooperate with local law enforcement. File a police report and they can contact Apple for additional information.
