Apple Cash shows $0 balance but latest transactions and actual balance is $8.72

My apple cash balance in 2 different places is not the same. I would like to access the $$ and cannot. Tried calling for help and the customer service rep hung up on me on purpose when I explained that I was transferred to him by someone else. I have no idea who the first person was - just that it was apple support. When the transferred person wanted to know if i had contacted Apple Card and said i don't know because I don't know which department I was in contact earlier he got angry and hung up on me for not saying yes or no. I now contacted apple cash and they can't help either.
