Search suggestions do NOT turn off for Safari iOS

On both my cell and iPad mini with current system update, Safari suggestions and search suggestions are both toggled off in settings. But as soon as I enter a letter in the search bar, a list of unwanted suggestions appear. I did not want to clear history, but finally did in exasperation. The suggestions still appear.
