Sequoia 15.3.2 broke wifi sharing on 24" iMac

I have run internet sharing to provide a local wifi network for a vacuum robot for some time. After the recent update, the wifi hotspot is not enabled, and cannot be set up again. There is no indication of an error in system / general / sharing / internet sharing.
