How can I enable my iCloud drive disabled notification?

I cannot access iCloud and keep getting the message that the iCloud Drive is disabled.

I enter the correct information, get an access message number, too, but still no entry.

Saw an option to hit a toggle switch next to the Drive but cannot find it anywhere.
