iPhone apps on icloud (from a pc)

I got extra iCloud space thinking I might see on my (Windows) PC what is on my iPhone, it turns out I can't. AppleSupport explained why, which may justify the absence of any third party apps (I wasn't expecting the data, just the icons, for reference). But Phone is an iPhone, Apple, app, and the contacts I see in the PC are a fraction of what they are on my iPhone. AS said it's because I'd been saving them to the phone and not the cloud. I always had the Contacts "feature" on in the iPhone, and this Set up iCloud for Contacts on all your devices - Apple Support says they should sync; they don't. Any ideas? TIA!

The following may have something that will help: If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support


One common thing is that some of the contacts may be synced to a 3rd party account (e.g., Google) rather than iCloud. See the "Set iCloud Contacts, Calendars, or Reminders as your default" section of the above support article.
