I have used Apple Pay on sites before, but today it did not work although I confirmed it with my iPhone.
I do not have Apple T2 but my Sequoia OS is up to date.
We recently changed internet providers so I suspect it has to do with some change in security but I can't figure out where.

That might be it. Merchants use third party verifiers and no IP address could be an issue. I’d discuss with merchant and see if anyone else has reported an issue.
Some ISP, have some things locked down that will prevent a merchant from identifying you. These verification processes are ant fraud measures that businesses employ.
There are too many possibilities to say one item is the specific cause. It could have been the merchants network having an issue. It could be an issue with the bee provider. But one incomplete transaction is not all that uncommon.
When my wife has issues using Apple Pay on a website I tell her to put the purchase in the shopping cart. Go to your iPhone, open cart and checkout with Apple Pay. Generally zero issues doing that.

Thanks. So to clarify, (for me), some sites still might take my choice to use Apple Pay, while the one I tried the other day wanted to "see" my IP address? BTW, the same site DID take PayPal.
