Apple One - Music App cannot download some music albums for offline

I have downloaded several albums for offline access on the iPad. Cannot do this for SOME of these albums on the iPhone. Some albums download OK, some not. When I press the arrow down for these albums, nothing happens. I can listen to the albums but not offline. IOS 18.3.2
