In the iOS Mail app, the blue send button (a blue circle with an upward arrow) will be enabled if the following conditions are met:

  1. At least one recipient is entered in the "To," "Cc," or "Bcc" field.
  2. The email body contains text or an attachment.
    • If the body is empty, the send button remains disabled.
    • If the body contains a "Signature" that would not be sufficient to enable the send arrow

The key factors are having a recipient and some content in the body or an attachment. if the email body only contains the default Signature (e.g., "Sent from my iPhone") and nothing else, the blue send arrow will remain disabled.

To enable it, you must manually add text, an attachment, or any other content beyond just the signature.
