Search Feature is BROKEN on IPhone

So the search feature on apple Iphones has recently been updated and it cannot be disabled anymore.

First: Used to I could disable the Spotlight feature in content and privacy restrictions by turning off Siri and dictation. Now though not only does that not work to disable Search but you can freely turn on Siri and dictation even if you have a screen time passcode set up.

Second: There is an option to turn off certain apps that our suggested in the Search feature. This is completely broken for example you can turn off safari from being suggested and yet safari websites will still be suggested.

Third: Remove search bar from home screen. On paper this seems that it should 100 percent work as intended. Yet even if with everything turned off you can still use the search feature while on the home screen.

I know I can turn off the search feature however there are no parental controls available to restrict access to the feature or even limit this feature.

I have contacted apple multiple times about this but I have gotten next to no help.
