Junk Mail push notification keeps enabling itself

On iOS, I recently started getting junk mail push notifications. I went to settings, apps, mail, mail accounts, fetch new data, iCloud, push. It shows inbox, sent, and junk selected. I deselect junk and sometimes it immediately selects itself, sometimes it looks like it’s off, but will enable itself again later.

I found an option to turn off favorite mailboxes in notifications, mail, customize notifications. But that didn’t work either.

Any suggestions?
