Cannot Turn off Safari Suggestions

Can anyone please assist? I have the link of the obituary with my dead friend's face staring at me every time I open a new browser. It's very upsetting and I cannot figure out how to turn this stupid feature off.
I tried toggling off the setting as in the above linked ticket (Settings > Apps > Safari > Safari Suggestions [off]). I restarted the phone and it worked... for a day before suggestions returned (with it still toggled off).
Now that it's set to off, If I toggle it on, then off, then restart, nothing happens. It was as if that was a one-time solution.
I tried long tapping and dragging that particular link to elsewhere in the list but it doesn't move.
I tried long tapping and selecting "remove link" six or seven times. I tried restarting then another couple attempts at removing the link. Nothing. It cruelly just keeps staring at me.
I tried getting people to just text me a bunch of random links, hoping it would push it to the bottom. It does nothing. In fact the safari suggestions are from the most random people and links from several years ago with no discernable pattern or usefulness. Its' not even a good feature at what it aims to do.
I'm not very apple proficient so any suggestions are welcome.
