How are you composing this iCloud mail? In the Mail section of iCloud.com in Safari (or another browser) on your iPhone or some other device? In the Mail app on your iPhone or on some other device?
Where are the photos in question?
If you mean in the Mail section of iCloud.com, use the "paper clip" icon to initiate the attachment, choose a source (your iCloud Drive, your iCloud Photos, or your device), then choose the photo(s) you want.
