Issue adding Colorado license to Apple Wallet. “Card Device Limit”

I am repeatedly receiving the following error when trying to add my Colorado license to Apple Wallet: “Card Device Limit”. My issuer supports Apple Wallet. I have called the issuer regarding this problem. They said it is an Apple problem. I have Not added the license to Apple Wallet on any other device. I DO NOT have an active Wallet on my iWatch, iPad or MacBook.


I would appreciate assistance with this problem.
