You’re confusing Apple Pay with Apple Account. You can’t link a phone number to Apple Pay. Apple is for credit cards and debit cards. Apple Account can have phone billing. I’ll ask the moderators to move your post to the Apple Account Community.
Your bank can remove the token (encrypted card details). Do you and the other person share the same Apple Account (formerly Apple ID)?
