That Mac has a history of using the execrable "MacKeeper". It was either not uninstalled correctly or some other anomaly has caused it to remain active. In any event any Mac that has ever been affected by it needs to be completely erased to eliminate the effects of having used it.

Other problems are evident but not worth addressing, for that reason.

Some things are show-stoppers. If it had been uninstalled properly, there should be no more indications of its presence. Since that does not appear to be the case, it calls into question the damage it caused, the effects of which may remain a contributing factor.

I did not mention the torrent client for the same reasons. The Mac needs to be erased.

Looking at the report.

It appears that once you have done " I did a fresh install of Catalina "

You may have used either Setup Assist or possible Migration

In either case and predicated on that as been true

What every Issues that exited, at the time the last backup was performed.

They were Re-Introduced back into the clean installation

This would have effectively Negated all your previous hard work

Possible solution would to Start Over from Scratch

This time, I would suggest Only Migrating the User Account and nothing more.

Thereafter, installing Only the Needed Third Party Applications
