I was using ipad yesterday and noticed it wasn't charging. It was down to 5% so I didn't have much time to try and recover. Today I bought a new charger. Held down button and home button and got apple logo. Then I got a link.to restore. Can't open it. Do not have a Mac computer to do anything. Ipad is my only apple product.

Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice.
