Why has my Apple Wallet balance been paused which preventing purchases?

There’s no such thing as an Apple Wallet balance. Wallet is something you put credit and debit cards into. You can also put airline tickets, concert tickets, loyalty/reward cards into. But there is no such thing as pausing your Apple Wallet.

Wallet holds credit and/or debit cards (payment methods). You purchase products or services using a payment method. Wallets are not payment methods.

How are you trying to purchase something? Are you using Apple Pay (Tap-To-Pay)? What payment method are you using? Are you trying to complete a transaction online?
