Apple music error - "This item cannot be downloaded"

New iPhone 16e. I have an Apple Music Match subscription. Most of the music in my library is not playable on the new phone, I am getting the error "This item cannot be downloaded". Note: I am not necessarily trying to download the song, just play it. I still get the same error.
