Issue Restoring iOS Devices with Apple Device (1109) Error 06B4.0000

Problem
I am responsible for managing a large number of iOS and iPadOS devices in Intune.
Given the size of our team and the presence of IT staff in numerous offices, we require our technicians to restore devices using iTunes.
However, this method has recently become unreliable—devices are rarely detected. Despite following best practices, the issue persists.
Current Setup
- iTunes is up to date
- Windows is up to date
- Drivers are up to date
- Official Apple cables are used
- Direct USB connection (no hubs or adapters)
- Tests performed:
- Tried multiple computers, including non-organization-managed ones
- Tried restoring various unmanaged iPhone models
Issue with the Apple Devices App
We attempted to use Apple Devices (available on the Microsoft Store), which is supposed to be the successor to iTunes and offers a more intuitive interface.
However, we frequently encounter the following error when restoring devices:
“The iPhone « iPhone » could not be restored. An unknown error occurred (1109) Error 06B4.0000.”
By persistently retrying, I can sometimes complete the process after 2 to 5 attempts, but this is not viable for our technicians, who must restore multiple devices.
This issue affects various iPhone models (XR, 11, 12, 13, 14) as well as several iPad models, including unmanaged devices.
Alternatives Tested
- Apple Configurator: Works well, but we only have one Mac, and purchasing 15+ Macs just for iPhone restoration is not feasible.
- IPSW.me: Not user-friendly and likely not secure enough for enterprise use.
- Intune:
- Wiping via Intune could be a solution, but very few technicians have the necessary permissions.
- Risk of accidentally wiping the wrong device.
- Impossible to wipe an iPad without a network connection, which is a common scenario.
Has anyone encountered this issue or found a reliable alternative?
